The first registrations were enabled in September 2006, and the concept behind this domain extension is that all websites that use it should comply with special terms. In other words, all dot MOBI websites have to be developed to be viewed properly by mobile devices in accordance with the so-called “MWI Best Practices for mobile content” drawn by the W3C Mobile Web Initiative (MWI) in collaboration with the .MOBI Registry organization. These incorporate how a web page is being navigated, the way it is being displayed (form and size), etc.

The rules have raised some concerns taking into account that the generic top-level domain is the only one that specifies what devices ought to be able to open a website and the way in which this needs to happen, breaking the so-called principles of device independence, according to which a website should be designed in such a way as to be accessed by most Internet browsers and devices, be they mobile or stationary.
